GENESEO, N.Y., Feb. 24, 2023 – Livingston County is pleased to announce that it has agreed to a new contract with the Civil Service Employees Association (CSEA) effective immediately.
“I’m pleased that the County and CSEA were able to work together to come to a mutually beneficial agreement,” said David L. LeFeber, Chair of the Livingston County Board of Supervisors. “This new contract will ensure that the County continues to deliver innovative, award-winning services throughout our communities and provides our employees with a compensation and benefits package that suits their needs for years to come.”
The contract, which runs through December 31, 2027, has several new provisions within the agreement designed to retain and attract employees from across the region.
The new five-year agreement provides full-time CSEA members with a $2.00 hourly increase in 2023 and eliminates the “new-hire” rate with a 3% annual increase scheduled in each of the following four years. The new contract also contains several positive changes to the County’s health insurance offerings, including the removal of a waiting period required to sign up for insurance options. Additionally, the County has approved a lessening of the health care cost expense burden on union staff after dropping the contribution rate considerably. The agreement also increased the “drop payment” amounts for those who opt out of County-based insurance programs.
Furthermore, the County expanded its insurance offerings as it will now provide dental insurance to full-time CSEA members with the County funding 100% of the cost of the premium. The plan is set to go into effect in July.
The new contract also took into consideration the importance of work-life balance as it made positive changes to its leave time policies. Under the new agreement, full-time employees will have an additional paid holiday (Juneteenth) while new employees will be able to accrue annual personal leave amounts after six months of employment. The agreement also modified provisions associated with family sick leave.
“The finalization of the CSEA full-time contract demonstrates Livingston County’s continued commitment to being an employer of choice,” added Kate Hill, the County’s Human Resources Director who was involved with negotiations. “We have doubled down on providing exceptional benefits and made it a priority to offer competitive wages for our talented employees and for those looking to join our team.”
